No Zero and Question Hour on Jan 31 and Feb 1

January 29: First two days of Budget session 2022-2023, will not conduct Zero Hour as well as Question Hour in both Houses of Parliament that is neither in Loksabha nor in Rajya Sabha.

The Budget Session 2022 will begin with the address of President Ram Nath Kovind to both the houses, on January 31, 2022. Union Budget 2022-2023 will be presented by Finance Minister Nirmala Sitharaman on February 1, 2022.

According to Parliament bulletin released on Friday -“There will be no ‘Zero Hour’ on Jan 31 and February 1, 2022. And members are informed that owing to the President’s address, during the first two days of the budget session of the 17th Lok Sabha, there will be no Zero hour.”

The bulletin also mentions -“Urgent public issues during ‘Zero Hour’ will be taken up from February 2, 2022”, as per sources.

Question Hour and Zero are conducted on regular basis for 1 hour. In Lok Sabha, the Question hour is held first then, at last, there is Zero Hour. While in Rajya Sabha, Zero Hour is conducted in beginning at 11 am followed by Question Hour at noon time.

‘Zero Hour’ is the time when MPs(Members of Parliament) are allowed to raise Issues of Urgent Public Importance. There must be notice given to Speaker before 10 am, to raise matters in Zero Hour.

‘Question Hour’ is the time when MPs question ministers and hold them accountable for the functioning of their ministries.
