Following the launch of a special military operation by the Russian Armed Forces in Ukraine, the nations and territories on the list imposed or joined sanctions against Russia.

According to the government, Russian persons and firms, as well as the Russian state, its regions, and municipalities, would be permitted to pay foreign creditors from the list of unfriendly nations in rubles under this decree. Payments in excess of 10 million rubles per month are subject to the new temporary procedure (or a similar amount in foreign currency).
