Congress leader and MP from Wayanad, Kerala, Rahul Gandhi tweeted a video from his Twitter handle and also accused PM Narendra Modi of lying to the country.
In this video, many people are claiming that China has captured a large part of India in the Ladakh region.
According to Rahul Gandhi, the people making these claims in the video are residents of Ladakh.

He is the acting president of the District Youth Congress of Leh. These can be seen in a post on the Facebook group named District Congress Leh.
Dr. Ishey Namgyal
From an article on the portal named Ladakh Bulletin, we came to know that Dr Ishey Namgyal was appointed by the Congress as the chairman of the Ladakh Municipal Committee.
Namgyal Durbak
In a video report by journalist Barkha Dutt, he was described as a former Congress corporator.

Times Fact Check has found that most of the people who made statements in the video tweeted by Rahul Gandhi to target PM Modi about the LAC’s tussle with China, are associated with the Congress in some way or the other. They are not the general public of Ladakh.
