Telegram has been down for several Indian users. Many users have started trending it on Twitter. We have checked the down detector that has also reported the same that several users have reported of it being down.
Telegram is a cloud-based instant messaging application that is freeware and cross-platform. End-to-end encrypted video calling, VoIP, file sharing, and other functions are also available. It was released on 14 August 2013 for iOS and in October 2013 for Android.

Since the war broke out between Russia and Ukraine several users have been gained by telegram since then. This might have played a role in the crash of Telegram.
